What's In It For Us? Benevolence, National Security, and Digital Surveillance

This article challenges suggestions that citizens should accept digital surveillance technologies (DSTs) and trade their privacy for better security. Drawing on data from nine EU countries, this research shows citizens’ support DSTs varies not only depending the way are used but also views of security agency operating them. Using an institutional trustworthiness lens, investigates three DST cases—smart CCTV, smartphone location tracking, deep packet inspection—that present escalating degrees risk to citizens. The findings show perceived benevolence agencies is essential acceptability in all cases. For with greater risk, questions competence integrity enter citizens' assessments.
